You shouldn't need to do it manually. You should not be giving the hamster too many sugary things, and it should have things to gnaw on, as remember, a rodents teeth constantly grow and they need to be able to wear them down.

Make sure your hamster's teeth don't overgrow. When a hamster's teeth get to long, it is hard for them to eat. Be sure that your hamster keeps his/her teeth strong and healthy by making sure he/she chews on his/her logs/sticks and eats healthy, crunchy foods such as a good seed mix. If you follow all these requirements, your hamster's teeth should be fine.
I think you can use bleach, but i don't know if it would hurt the hamster later on when you put it in. Hope this helps!
