The only thing that should be given to a cow with milk fever is an IV (intra-venous) injection of Calcium-Magnesium solution. You must get a vet to do it for you if you do not know how to properly give such an injection to a cow with this metabolic illness.

It is impossible for a bull to catch milk fever as this is an illness found only in females. Milk Fever occurs when the cow has just calved and is putting all the calcium from her body into the milk. Her body therefore cannot produce enough calcium to support her and produce milk. To cure female cows with Milk fever, you have to inject a calcium IV through the jugular vein.

It depends on the breed of cow in question. A Holstein (dairy) cow will give more milk than a buffalo, but a Charolais (beef) cow will give less milk than a buffalo does. An Angus cow may give as much or slightly more milk than a buffalo cow will.
If milk is free, someone else is paying for it. Probably the taxpayer. So the taxpayer is paying the owner of the cow for the milk. If you have to pay for milk you are paying the owner of the cow direct (ir through the owners milk supply company). In neither case do you need to buy a cow.
