Bettas go great in a community tank. Tetras, Loaches, and Cory Catfish all go well with Betta fish. Anything that doesn't have large, flowing fins and isn't a fin-nipping fish will do well. Just be sure to add the Betta last or he might be territorial and vicioius toward the other fish.
I have kept fancy gold fish that are around 2x-3x bigger then the beta fish in a 10 gallon tank. There are stories of fish being ripped apart. If you watch the tank after adding a beta you should be able to find out quickly. The less crowed the tank the better. Betas are very territorial of space.

No, you cannot put these two fish together. In general you should keep Beta's alone by themselves, not even with other Beta's. They are mostly kept in bowls without a light, a heater or an oxygen line. The Beta will kill your guppy.

A fish will grow to the size of the tank or bowl. For instance, say a goldfish is in a tank, it will not grow as big as the tank; however it will grow big enough to be able to swim in their environment. The fish will not overgrow the tank. I had a six inch goldfish in a thirty gallon tank.
