i am assuming that you ask if you can cut onions under water... it is a waste of time. onions float and get slippery when wet so you will probably wind up cutting yourself, and still get burning eyes.

What happens is the alcohol starts to shred the onion. Next alcohol is soaked up inside the onion which starts to make the onion shrink. The cell can't take the acid that goes in it shrinks and dissolves.
You do not need to put an onion root in water, also cutting its roots would not have done any favours to the onion. If you keep the onion in dry and aired environment it will start to sprout naturally and can then be planted.
