Forever 21 is a little overrated. I buy shirts from their for around 10 dollars but they are REALLY cheap material. Papaya ALWAYS has 7, 5, and 10 dollar sales racks at the front of the store. I like getting skirts and jeans from forever, but I go to Papaya for most of my shirts.
