When a solution in a closed container reaches its max vapour pressure, that means that there are particles evaporating at the same rate they are dissolving back into solution from the gas sample above. When this point of equilibrium is reached, the volume of liquid in solution will no longer reduce.

By creating a vacuum above the liquid, the vapour pressure becomes 0kPa (or at least very low). This keeps the particles in the gas from dissolving back into the solution, well, because there is no more gas! It's a vacuum!
