White fur may be woolly aphids. If the "fur" is very sticky then you need an insecticide unless you are an organic gardener. This also depends on what country you are in as many systemic insecticides are now banned for use by consumers. In the USA and England you can still get products that will take care of this problem with one or two spraying's. Check with your local garden center and take a cutting of a branch with you, a good horticulturalist will rapidly identify the problem and recommend a solution.

It could also be a mildew problem. Copper sulfate with horticultural lime spray will work if it is a fungus caused by high humidity and a wet spring climate.
