It is perfectly normal for a new fish not to eat for the first few days. In fact, you shouldn't even offer food until the fish has been in the aquarium for at least 24 hours. Since any uneaten food will just foul the water unless it is removed. If after 3-4 days the fish still will not accept food, start looking for signs of disease and have the water quality checked by an aquarium/pet store, specifically test for Ammonia and Nitrite. Other signs of disease in Goldfish include (but are not limited to) small white spots, red streaks in the fins, rapid gill movement/lethargic, red inflamed gills, cloudy eyes, damaged ("rotting") fins, or white/gray film on the body.
