It was never a "Rule' as we know it, it was more or less a sacrifice that was adopted by Catholics it was discontinued in the early sixties as a requirement, however, even to this day very devout Catholics still practice it. Vatican II did, however, say that Catholics should give something else up of equivalence if they do not give up meat on Fridays not in Lent. During Lent, meat should still be given up on Fridays.
