Hamburger is a type of beef sausage that originated in Hamburg, Germany. It became popular in the U.S. in the 19th century as "Hamburg Steak". Though Hamburger (a proper noun) is a particular mix of ground beef and spices, the English language has evolved to include almost all ground beef under the generic name "hamburger" (lower case).

That might make a good story if it were not for the fact that there has never been an "Earl of Hamburg" and the fact that it is exactly the same apocryphal story cited for the origin of the word "sandwich".
