In the ground. One plant can have many potatoes growing on it. You have to dig them up. They grow off the roots of the plant. In the US, they are mainly grown in the central states. Underground. The potato is the tube (bulb) of a plant known as Solanum tuberosum.

Geographically the potato is grown almost everywhere. The plant is easily sowed an harvested limited only by extreme temperatures and available moister.
