The Torah doesn`t contain laws, it contains mitzvot. The word mitzvot is best translated as guidelines. The mitzvot that the `halachot` (laws found in the Talmud) are based on, can be found primarily in Deuteronomy and Leviticus.
Jews and Muslims have different holy books. The Jewish Holy Book is the Tanakh or Jewish Bible, composed of the Torah (Law), Nevi'im (Prophets), and Ketuvim (Writings). The prophetic books were not placed at the end of the Hebrew Bible. This was a rearrangement of the books by the early church. In the original order, used by the Jews, the prophets appear in the center of the Bible. This rearrangement was an effort to give the false impression that more was coming.

When? Somewhere around 382 AD at the Council of Rome, also 390's at Councils of Carthrage and Hippo. It was the Catholic Church Councils that decided which books were to make up the books of the New Testament. If they were infallible to give us the Bible, as we have today, they must be the Divine interpreter that they still claim to be.
Most every scholar of The Bible would give credit to Moses for writing/compiling the first five books of the Bible. In this case, Exodus would have been done second. See related link below:
