Bettas become listless if they are kept at too low a temperature. I've seen it happen many times. If the tank is in the low to mid 70's, all you have to do is gradually raise the temperature to 80 degrees, and your fish will come to life.

Like what answer 1 & 2 have said your betta fish may be sick. You should double check everything. Look at the pH levels, see if the temp. is good, betta's become lifeless if it is not the right temp... etc.
Your betta could also be sick & tired of the same home. Try move the decors into different spots in the tank. When cleaning only take out 1/3 of the water, and use a gravel vac to clean the gravel.. :s If you betta is still like this try adding some aq. salt to help if he is sick, and increase the temp.
