Your type of filter is always a factor as well. If you have the kind of filter where you throw away the carbon media, they're essentially worthless. Aerobic bacteria (no, they don't jog) form in filter media, and it takes time for it to build. When you use throwaway filters, you throw away the bacteria that's cleaning your water.

Get the kits you need to check your water properly. While they might seem expensive, they're nothing compared to the cost of a tank full of sick or dead fish. Learn how to use them.

You should do a partial water change if they start acting abnormally, but without testing the water you'll never know what the root cause of the water quality problem is. Make sure you're using dechlorinated water also - chlorine kills bacteria.
