They are obviously not hungry. There can be many reasons for that. The most common reason is the fish are in poor water conditions and they are unhealthy/sick. If you have stuck to the basic rule of 1 inch of fish needs 1 gallon of water and your fish are not overcrowded the next thing to look at is when was the last water change? For fish to remain healthy a 50% water change weekly is a good way to go.
