I would assume that there is something wrong with its water or conditions. The basic rules for keeping any fish are as follows. :- 1 inch of fish needs a minimum of 1 gallon of water. (Bettas are 3 gallon fish no matter what the profiteers say) Every tank needs a permanently running filter. :- Every tank need to have at least 50% of its water changed every week. If your Betta is kept in the above conditions it will be OK. Any less water or the lack of a filter and the required water changes and I can guarantee it is only a matter of time before your Betta gets very sick and dies.
