I poured 14% hydrofluoric acid directly on a new bamboo sprout, and it did not like it but it kept growing. So my answer would be no. I'm thinking sodium hydroxide might work because most plants don't like alkaline soils. Sodium Hydroxide with a pH of 14 should make the soil barren for quite a while.
