The smaller the tank the more often it needs to be cleaned out and have its water replaced. Always remove (syphon out) left over food immediately and replace water lost. The basic rule is 1 inch of fish needs 1 gallon of water. Observing that rule and also by having a properly cycled filter will mean the fish stand a resonable chance of doing well. Under those conditions, for most species of fish I would also advise a 10% water change weekly and a 50% monthly. For more delicate/demanding fish (like Discus) I would advise at least 10% daily and 50% weekly.
