Yes, there are real, actual winners, but not very many. Contrary to the TV commercials that show excited people who just won, the odds of the average person winning are very slim; the reason is the typical sweepstakes receives millions of entries but only gives a very few prizes. Some people send in hundreds of entries, hoping that will improve their odds, but it usually does not.

Legitimate sweepstakes do not require upfront money in order to pay a winner...NEVER! Winners pay taxes AFTER they receive the winnings. Also, you have to enter a sweepstakes in order to win, Legitimate sweepstakes companies do not contact anyone unless they receive an entry from the person. If you are contacted without entering the sweepstakes, it is not a legitimate sweepstakes. Even if you entered a sweepstakes, remember that legitimate sweepstakes NEVER require upfront money in order for the person to collect their winnings. Does anyone have code rewards codes. I have a jewel osco receipt code for a $100 sweepstakes to trade.
When I worked for the U.S. Postal Service, I helped to process hundreds of thousands of 'notices' from the Publisher's Clearing House. These 'notices tell people: "You have may have already won 'ten million dollars'". Basically, they are mailed to everyone, but you have to subscribe to the magazines that they publish in order to win. Even though I knew all of this, a few years ago, I applied to the Publisher's Clearing House on the Internet, signing up to win the advertized 'ten million dollars'. I couldn't wait for the day that they were to announce the winning numbers. They announced the numbers for the winners of the one, five and ten million dollar prizes. I HAD THE WINNING NUMBERS FOR TEN MILLION DOLLARS. Then, they showed the videos of the winners being notified at their homes. Then, they said that there had been no ten million dollar winners. I was foaming at the mouth when I called to tell them that I had the winning numbers. She told me: 'only the notices that are mailed inwin the prizes' and since I'd applied online, my application didn't count! I asked them why did they give out the numbers over the Internet if the numbers weren't valid. She told me 'that's just the way it's done". I contacted a lawyer, but he told me that they have the right to ignore the applications online because they mailed out so many applications. It was all a total waste of my time, my efforts (literally filling out 100's of forms on the Internet), and my adrenaline. Obviously, someone does win the prize money, just not anyone I've ever known.
Not entirely sure what you are asking, but if you were told you won a sweepstakes, just know that you should NOT send any info or money to them. If you do, you will not get a check. If anyone has any real check for you, they'll send it at no cost to you. And wait until that check actually clears, and your own personal bank tells you it clears, before doing anything else.
