Heavy Storm can also be stopped by Stardust Dragon and Dark Bribe, but can also be stopped by Starlight Road. Depending on the type of Deck you are playing, other cards can work like Flamvell Counter in a Flamvell Deck or any Deck with many 200 DEF FIRE Monsters.

Sillva specifically says 'exactly 2 cards', so if the opponent only has one in hand, Sillva is summoned but the opponent won't return any cards in hand to deck.
