They are not related in any way other than the fact that they are both Pokemon that resemble fish.
The good rod can be obtained by talking to the fisherman on route 209. You need a fishing rod to catch pokemon like Feebas and Magikarp.
Somewhat, I think. It's kind of like a new version of Magikarp; it doesn't learn many new moves on his own, but it can be taught different TMs and HMs until you get it max beauty to evolve it into a Milotic.
Feebas is found only on route 119 on the water on that goes along it. It is only found in one spot in the whole water and changes spot everyday. Try searching every spot until you find it. This might take some time. If you do find it you can catch loads as easy as catching a magikarp.

MagikarpActually, Magikarp can learn moves and level up. Magikarp can learn Tackle and Flail. Feebas can also learn Tackle and Splash. Magikarp and Feebas can't learn any more moves until they evolve into Gyarados or Milotic.

You can find Feebas along route 119 in Pokemon Emerald. Feebas is often over looked similar to Magikarp due to its dull wit and unattractive appearance.

you can't, unless you find a job-request with magikarp as a client. It's recruitable in blue rescue team at the same place as feebas .
I read that Sunkern was weaker, but it has a better movepool, not sure if that's true.
Because Feebas is a rare Pokémon that cannot be caught easily, thus it is uncommon and difficult to catch, let alone finding one in the wild.
Unless one of them knows Tackle, it would be a stalemate until they reach to a point of using Struggle to 'attack'.
