If you are talking about Elekid, get an Electabuzz near Sunnyshore City (or transfer it from Fire-Red/Leafgreen),leave it with the Pokemon Breeders in Soleaceon Town get the egg, or transfer a ditto from FireRed/LeafGreen and leave Ditto and Electabuzz with the breeders. -EliteRocketMilotic Umbreon evolves with happiness at night, just to let you know (The other guy wasn't very specific.)

West of mauville city there's a daycare put a ditto and any other Pokemon besides legendaries take a long walk come back and the old man will give you an egg if you walk around alot it will hatch inside will be the preevolution of whatever you put in the daycare! This is the only way to get pichu, elekid and other preevolutions.
