Leaves that turn brown usually signal a cultural problem. If an azalea is improperly planted, the roots struggle and that is reflected in the condition of the foliage. Over-watering and under-watering both result in the leaves turning brown. The trick is diagnosing the cause. Was the azalea planted in a "pot bound" condition? Does the soil not drain well? Is the azalea planted under a downspout coming off the house? Do you have an automatic watering system which is delivering too much water? The rule is to water thoroughly, but not frequently. On the other side, are you in a drought situation where supplemental watering is called for?
As I recall, azalea is a general name for deciduous rhododendrons. So I would expect the leaves to fall off every year, and for the shrub to regrow them.
A healthy azalea should not have a white film on the leaves. White film on the leaves of an azalea are a symptom of mildew, a common plant disease. Use a broad-spectrum fungicide to kill the mildew, and remove any dead or fallen leaves to cut down on mildew spores in the area. To prevent mildew in the first place, do not overwater your azaleas and ensure they have good draining soil and adequate sunlight to help dry leaves and flowers after a rain.

Conversely, some rhododendrons will kill plants planted near them. That is one thing that is so insidious about R. ponticum in England. The ponticum runs rampant and kills some of the native plants.
