Yes, it can, under certain conditions. Chaos Command Magician will negate a monster effect targeting it, if the targeting effect targets only one monster. Therefore it will negate the effect of Caius the Shadow Monarch.
But if the removal effect targets multiple monsters, or does not target them at all, (DD Warrior Lady) then Chaos Command Magician cannot negate it, and will be removed.
The effect does not wear off at a specific time, not even if Reptilianne Medusa is destroyed. The effect will be applied to the affected monster for as long as that monster remains face-up on the field. If it is flipped down, then up, or removed from the field, the effect is removed too.
No. Magician of Black Chaos is not banned under the March 2010 Forbidden/Limited Card List. It is in fact, unlimited, meaning that you can have up to three copies of this card in your Deck. The card you may be referring to is Dark Magician of Chaos, which is banned, however.
No, only monsters specifically called "Dark Magician" or "Magician of Black Chaos" will.If Dark Magician Girl looked for "Dark Magician cards", then anything with 'Dark Magician' in the name would count. However it doesn't look for 'cards', it only looks for 'Dark Magician', meaning only the Normal Lv7 2500/2100 one will do.As a final note, some people mistakenly believe Magician of Black Chaos is the same as Dark Magician of Chaos, this is not correct. Dark Magician of Chaos is an effect monster from Invasion of Chaos - Magician of Black Chaos is a Ritual Monster from Premium Pack 2, and it is this that Dark Magician Girl looks for.
No. Despite the use of the word 'target', declaring something as an attack target is not the same thing as when an effect activates and selects a target.Slacker Magician's Quick Effect can only chain to the activation of a card or effect that targets Slacker Magician. Being nominated as an attack target is not the same thing.
dark magician of chaos is much much rarer and it has an effect unlike magician of black chaos which has no effect and has to be ritual summoned
Yes, nothing stops you from doing it unless the effect removed the monster from the field.
Magician of Black Chaos is a Ritual Monster that appeared in episode 38 of the Duel Monsters anime series. It is a Lv8 Spellcaster/Ritual Monster, DARK attribute, 2800/2600 with no effect, and is summoned by Ritual of Black Chaos. It should not be confused with the Dark Magician of Chaos from Invasion of Chaos, which while it looks identical, is an Effect Monster. Magician of Black Chaos did eventually get a TCG print in Premium Pack 1.
It targets two monsters. Cards like Obelisk the Tormentor is fine with that, it cannot be targeted at all. Cards like Chaos Command Magician are not though, CCM can only protect itself from monster effects that choose one target. Penguin Soldier could bounce him, and another monster.
Yes, if Grand Mole's player wants it to. Chaos Command Magician is only protected from effects that target him. Grand Mole's effect does not target.

You cannot use Royal Command to negate and monster whose effect activates when it is flip summoned, as Royal Command only activates for FLIP: monsters.

Assuming the Magician of Faith was set a previous turn, then yes, that's legal. You can flip summon it in Main Phase 1, triggering its flip effect. This in no way stops it, or any other monster declaring an attack in the Battle Phase.
You don't, "Dark Sage" is an Effect Monster, not a Fusion Monster. You special summon it when you use "Time Wizard" successfully, while you control a "Dark Magician", tributing it as a cost.
