Queen Consorts are not titled like that. She will be known as Queen Catherine, without the number, which is applied only to sovereigns.
(Note that the Queen Mother's name was Elizabeth, and though her husband was King, she was not called Queen Elizabeth II. However her daughter, Elizabeth, became Queen Elizabeth II once she became sovereign).
