Can queen Elizabeth skip Charles as successor and move to William?

One is that Prince Charles has been groomed to become King since the day he was born, and has been Prince of Wales since he was 18. Another reason is because the King or Queen can not just pick and choose who comes after them. Most importantly Andew cannot skip over Charles because William and Harry are second and third in line to the throne after Charles-Andrew is number four.
