In generation 3 games (emerald, sapphire, ruby) ralts does have the unexpected advantage of learning psychic at lvl 26, as well as hypnosis and dream eater later in its early 40s.
In generation 5 (black and white) however, you'll find it no longer learns Psychic at all. HOwever it does learn magical leaf at lvl 16 (not bad), and several other interesting moves.
In all honesty its probably more valuable to just evolve ralts when you get the chance :P
