That probably depends on which incarnation of Sailor Moon you're referring to. The level of power Sailor Moon has in the manga is considerably stronger than her 90s anime counterpart after the first (Dark Kingdom) arc. She is at her strongest in the fifth and final arc, when she basically reboots the entire Galaxywithout any significant loss of life.

Supposedly complete and total mastery of the Silver Crystal means the user dies after being able to perform such miraculous feats as resurrecting her friends (Dark Kingdom arc), altering space and time/the future (Black Moon arc), stopping an invading alien force and healing a planet on the verge of destruction (Death Busters arc), etc. However, Sailor Moon has come back "from the dead" enough times despite this that would imply she has a far greater mastery over the Silver Crystal than her mother (who resurrected hundreds, if not thousands of people from the Moon Kingdom on future!Earth).
