It depends more on the Pokemon's happyness rather than what level is on, if you have never used that Pokemon before no matter what level it is on, it is the best time to give it vitamins.
You can either level it up until it evolves, or you can give it a dragon scale. Hope it helped!
There are many ways to give it happiness. One basic way is to level the pokemon up. Then you can feed it proteins. You can also give it massages, and if you get the footprint ribbon on the pokemon it signifies max happiness

all I can really say is that use an action replay and give it as many as it takes to get to level 100. or you can get a lvl 100 starter if you trade with someone who has or you level up your starter like crazy.
