The 8th Gym Leader has electric type pokemon. Your best bet to defeat him is Ground or Rock pokemon. Electric types are not effective against ground types.
You have to have fairly strong and fast Pokemon to defeat him. What is absolutely crucial is a water Pokemon with an ice type move and an electric Pokemon. His team is comprised of three Dragonites, Charizard, Aerodactyl, and Garydos. Your best bet to defeat the three Dragonites would be to obtain a water Pokemon and teach it the TM blizzard (which can be obtained in the Goldenrod mall). A Pokemon with a rock type move would be good as well, but some of the Dragonites know Aqua Tail (would easily defeat rock and ground types). Besides obtaining a water Pokemon with an ice type move, en electric Pokemon is crucial to have. Because they are generally very fast, they will always strike first. An electric Pokemon can easily defeat the three other Pokemon (Garydos extremely easily, Charizard and Aerodactyl easily). A Jolteon, Ampharos, or Raichu would be a great bet, and they can also paralyze the Dragonites to allow slower rock Pokemon to attack with rock slide, rock throw, etc.
He has alot of fire type Pokemon , so your best bet is to get some ice , water , and maybe rock Pokemon so he won't do to much damage to you but you will to him , he isn't to hard to defeat just keep hitting him with lv 40-60 Pokemon you can;t go wrong

Any pokemon that has a type advantage over it, at a reasonable level. For example, if this Charizard is a level 50, if you've got a level 15 pokemon with a type advantage, obviously you aren't going to win. But if you have a level 40-45, and some good moves, you should be fine.Type advantages over Charizard's type (fire/flying) are types like Water and Electric, which are 2x effective. Rock is 4x as effective, since it affects fire types and flying. Your best bet would be a Rock type pokemon. But, be wary of Ground moves -- they won't affect Charizard, since it's a flying type. Steer clear of types like fighting, bug, steel, fire, and grass. Charizard will mow them down like they're nothing. Any other type I haven't listed is normally effective.

There are many Water Type Pokemon in Pokemon Platinum, however, there is only one strongest one. That Pokemon is Palkia. Palkia is one of the Main Storyline Legendaries in Pokemon Pearl, it is a Water/Dragon Type. If you are looking for the strongest Non-Legendary, your best bet is Gyarados. Any exceptions?
