Scenario 1: player A summons Kerykeion. Player B activates Fiendish Chain. Player A activates Mystical Space Typhoon to destroy Fiendish Chain. Player A is allowed to activate Kerykeion's effect.

Scenario 2: Player A summons Kerykeion. Player B allows it. Player A activates Kerykeions effect, removing an Evilswarm monster and and targeting to add a different Evilswarm monster. Player B responds with Fiendish Chain, targeting Kerykeion. Player A then plays Mystical Space Typhoon to destroy Fiendish Chain. Player A is no longer allowed to activate Kerykeion this turn since his effect was already activated this turn.
