You can activate a trap card whenever you like. Spellbinding Circle, if chained to an attacking action and targetting the attacking monster, will also stop said attack from occurring by its effect; there are exceptions for certain card effects causing an automatic attack or change of battle-phase, for example, and for which the Circle will not prevent happening.

No, it triggers in response to the declaration of the attack. If it is face down at this point, then it misses its chance to activate. When it is flipped face-up at the beginning of the Damage Step, it is too late to use its effect.
