Stardust Phantom's first effect is a Trigger, and will activate whenever the condition is met. That means it can activate in your turn or your opponent's turn.
Stardust Phantom's second effect is an Ignition Effect and can only be activated in your own turns. The protective effect it applies to a Synchro Monster will work like a continuous effect, it can be protected once per turn in either player's turn.

well that's a vague question cause in yugioh 5ds, stardust dragon is yusei fudo's favorite/best card. Since stardust dragon is an excellent card, you can put it in just about any deck with synchro summoning.
First, you need a Tuner and 1 or more non-Tuner monster(s) on the field, and they have to have levels equal to the level of Stardust (8). example: Junk synchron (3) + Tuningware (1 but treated as 2) + Jerry Beans Man(3) = Stardust Dragon (8) You select your extra/fusion deck and click 'Activate' Now you choose your dragon, then choose the monsters you want to send to the graveyard. Stardust dragon is not available in yugioh gx tag force 3 as it is a gx version. Only a 5ds version such as yugioh 5ds tag force 4 would have stardust. So, try getting yugioh 5ds tag force 4.
