You need to trade to get it. Go to GTS building in jubelife city and enter. Note u need wifi to get this to work. You need to have seen turtwig or its evolutions 1st. You will see torterra definitely. Ask for that Pokemon and you will see who has this to trade. if you get torterra just breed with ditto to get turtwig. Or get a friend to trade you who has started with turtwig.
Trade legendary Pokemon on Pokemon Diamond by wi-fi?
Go to Jubilife City Go directly left. There is a large blue building called the GTS Station, enter Talk to the lady behind the reception desk to the top left (in Platinum). She will let you into the trading room If you've entered a wifi code on the start up menu's wifi option, you will enter the trade room proper. If you don't have a wifi code, you will be sent back out into the GTS building From here, a menu will open to let you either send a Pokemon into the trade database or search for a Pokemon that you want. The former option will prompt you to chose a Pokemon for trade and will let you chose what Pokemon you have seen that you want, what gender you want it to be (does not apply to Pokemon without a gender), and what level range it you want it (no lvl 0 or 101+). Then the Pokemon is sent off into the database until you want it back or it's traded. Searching for a Pokemon is the same thing except you're browsing other Pokemon you've seen. If your Pokemon has been traded, you will get the Pokemon you wanted but you can't cancel the trade or get it back unless you trade with them again, but with everyone on the GTS, you have a 1/x (x being the #of people who desposited the same Pokemon) chance of meeting them again, if they even desposit the pkmn.

Thats because you have to require the national dex to trade over certain pokemon.

You WILL RANDOMLY see latias it just takes time. i have my latios and latias wifi tradiing ftw
