original games: no lugia is a legendary no legendaries can breed (zoroark, rotom are not legendaries they are just rare)
p.s i dont count manaphy as a legendary or phione phiones since it can be bred
and manaphy since it is an event and can breed even though not itself
though this is arguable many people may call zoroark a legendary
