To obtain Dodrio, you need to...
1. Talk to Dawn or Lucas's sister and she will inform you about Pokemon Swarms she sees on TV. Keep checking back until she tells you there is a Swarm of Pokemon on Route 201.
2. Fly/Walk/Bike/Run to Route 201.
3. There will be a 40% chance of finding a Level 2 Doduo.
4. When you catch it, begin to progress around Sinnoh training this Pokemon.
5. After many annoying levels of training, Dodou will evolve into Dodrio at Level 31.
6. In 3 mere Levels Dodrio will learn Tri Attack at Level 34.
