You can catch any pokemon with any ball, you just have to be lucky. I recently caught a Zapdos with a regular Pokeball.
Fastballs are a good ball to use at the start so they're probably your best chance at catching the legendary dogs without a pokemon with Mean Look/Arena Trap/etc.

There are no legendary "dog" pokemon, there are BIRDS-articuno, zapdos, and moltres, and yes you can catch all three. Just get each one very very low in hit points and then repeatedly use ultra balls on them, YOU DO NOT NEED THE MASTER BALL FOR THIS. Moltres is on Mt Ember, Articuno is in the Seafoam Islands, and Zapdos is at the power plant. Happy hunting.

The other two you have to trade over. Which ever dog you can get depends on your starter. If you started with Bulbasaur you can catch Entei. If you started with Charmander you can catch Suicune. If you started with Squirtle you can catch Raikou. The dog is roaming around Kanto.
