If you are in the Mt.Silver cave lower its Hp until its in the red then use a ultra ball or dusk ball. I would recommend dusk ball because you are in a cave. You can buy them at a pokemart. Go to both sales people and see if they have them

∙ 8y agoYes, any Pokemon, including legendary Pokemon, can be caught with any type of Poke Ball. There is no Pokemon with a catch rate of 0 - the lowest catch rate that a Pokemon has is 3, which means that it will be difficult to catch, but not impossible.
