Firstly you need to catch a relicanth, wailord, flying type put them in your party and teach them dive, surf, fly and cut respectively with your flying type having the last two attacks. Fly to Pacifilog City and surf west, it might take a few tries but there is a path you can take through currents that leads to a diveable section. If you have the wailord and relicanth in the correct position in your party (Wailord 1st and relicanth last) press A on the mark in the rock and an opening will form. Enter the cave and translate the marking on the back of the cave, you can do this by using the Braille dictionary in the back of the instruction manual for the game. This will provide you with the instructions for what to do. When you have finished all the tasks go to the three strange ruins around the world there will now be an opening in each and you can fight and capture each Regi

Not legitimately, no. It requires either a trade or an Action Replay. Regirock can be found in the Desert Ruins in Ruby, Sapphire, and Emerald, or in the Rock Peak Ruins in Platinum with use of the Fateful Encounter event Regigigas only.

The only ways are to migrate from Ruby,Sapphire, or Emrald, trade from Pearl, Diamond, or Platanium, or do a Wi-Fi trade at the GTS (global trading station) located at the far west of Goldenron city. Or use cheats (I dont suggest this)
