I don't know about heart but in original gold on route 44 there is a fisherman on the top right of the water battle him and put his number in your pokegear. He will call a say there is a swarm of remoraid u can catch it even with a good rod when this happens. If u want to speed up the process so he will call u faster go to ur house and talk to your mom and switch daylight savings time, repeat till he calls. This is the only way I know to get remoraid before the elite 4 since the super rod is in kanto.
