Vulpix will evolve once you use a Fire Stone on it, it will evolve into Ninetales.
Either trade someone for a Ninetales, or once you defeat the elite four migrate a Vulpix from one of Pokemon GBA (Firered, Leafgreen, Ruby, Sapphire, or Emerald), and use a firestone of Vulpix to evolve it into Ninetales.
If you can catch a vulpix then use a fire stone on it then yes.
Vulpix can be found in the grass-sections of Mount Pyre. I REPEAT: It is found in the grass-sections, not the inside building.

I'm not sure if you can catch Vulpix in Platinum but I do know that you can migrate it from either Pokemon Sapphire or Emerald, and some sources say you can even get Vulpix from Pokemon Leafgreen. I hope this helped.

You find a Vulpix on the big tower west of Lilycove… You know, where Archie and T/A are.You can also catch Duskull, another good Pokemon. They are at about Level29-33.

Vulpix can be found in the area outside of Mt. Pyre.
All you do is catch a ditto and a vullpixand put them in the day care and if your lucky the egg will hatch in to a shiny vullpix.
On emerald you cannot find wild meditite, it has to be traded to you from sapphire. On sapphire you can find them on top of Mt. Pyre; other Pokemon include vulpix, duskull, shuppet, and very rarely chimecho.
