You are lucky because in the game you meet trainers that have bulbasur, so i will be added to your pokedex. Then with that in your pokedex you can go to GTS and trade for it!
HINT- For a quicker trade, breed your charmander and put the baby on in the GTS. Wait a couple hours and somebody would of traded you a bulbasaur. But if you use another Pokemon , it will take a couple days. so use the baby of your charmander!
