∙ 12y agono as far as i know there,s no way in any Pokemon game that u can catch starters throughout the game only in the beginning when u chose ur starter.

∙ 14y agoThe only way to get the other starters if you trade them from a different game to emerald, when you finish the hoenn dex you can choose one johto starter at prof birch's lab.

Prof. Birch does NOT give you Kanto starters after completing the Hoenn Pokedex he actually gives you the JOHTO starters (Chikorita, Totodile and Cyndaquil) when you complete the Pokedex. But you hafta catch ALL 200 Hoenn Pokemon in order to obtain them. When you do this, Prof. Birch will call you on your Pokenav and tell you he has a surprise for you in his Lab. There you can choose one of the Johto starters.
