You get the red gyrados in game at the lake, but after you catch (suggest) or defeat it, it will disappear. The only way to get another red gyrados would be to find one. Being red means it's shiny, meaning you'll have a 1/2840 or so to find one in the wild. An easy way is to breed with other pokemon that are shiny, increasing the chance of a shiny considerably.
