talk to Professor Oak at the Pal Park. he will leave. go to Eterna city and to the house just west of the entrance to the bike road. talk to him again and he'll say that there have been three legendary bird Pokemon seen. they'll then appear on your marking map and you have to chase them around.
if you get Wobbuffet (with the ability shadow tag) then they wont run away but wobbuffet has a tendency to kill whatever he attacks when he gets to a level where he can survive more than one attack. wobbuffet only has moves that backlash on his foe's attacks, such as counter, mirror move, destiny bond, encore and safeguard.

∙ 13y agoyes you can. you have to beat the elite four and get the national dex. then go and talk to professor and he will tell you that they have been spotted in sinnoh then you will have to randomly find them roaming around. mean look would be handy here
