You have to get it from Shenron.
In the Dragon Ball series, Omega Shenron is generally considered stronger than Baby. Omega Shenron is the final villain of Dragon Ball GT and possesses immense power, having absorbed the negative energy from the Dragon Balls. While Baby, a villain from the same series, is formidable and can take on various forms, his strength is ultimately inferior to that of Omega Shenron. Thus, in a direct confrontation, Omega Shenron would likely prevail.

In Dragon Ball Z: Budokai Tenkaichi 2, both Shenron and Porunga can grant wishes, but they offer different rewards. Shenron typically provides items like Dragon Balls, while Porunga gives more powerful items or abilities. Players often prefer Porunga for better-quality items, making him the more favorable choice for enhancing gameplay.
