That means Ra can use either his ATK boosting Trigger, or his monster-destroying Ignition Effect in response to his own summon, and no card can be activated against it.After this though, subsequent activations of his Ignition Effect can be negated by Divine Wrath, and Ra will be destroyed.
Well three tributes are nessesary but if you want ra to be at it's most powerful I like to get slifer and obelisk and another really strong card to tribute for winged dragon of ra

Sorry, that's not going to happen, Winged Dragon of Ra is NOT a dragon type monster. It is a DIVINE monster, plus you can't use Ra it is stated that it wasn't designed to actually be used.

Winged Dragon of Ra must be normal summoned. It doesn't actually matter about turns, just as long as you keep the 'one normal summon/set' per turn rule in mind. You could special summon all three and then tribute them to Tribute Summon Ra. But if you normal summoned the third monster, then you could not Tribute Summon Ra that turn unless you had a way of granting more Normal Summons, in which case yes, you could do it.

The Winged Dragon of Ra is basically the strongest because while Obelisk and Slifer have a fixed amount of attack points, the Winged Dragon of Ra has infinite.
