If you are asking after you see them in the Tin Tower then yes. They will roam around the region and acasionly you will come across one of the three. If you encounter one and it flees it will still roam around until you catch or deafeat it. But, if you deafeat it (I have not had this experience yet but have heard from a friend) That you CAN'T see them again if you deafeat it. So you should really try to catch the three or just Suicune.

first off you DONT need an action replay to get suicune. Now on to the answer... when i went east of bills house after i went to route 13 it was at the point in my game when misty was there so i didnt meet suicune there at that point. i tried flying to cerulean and then going back to bills but suicune still wasnt there, it was only after i defeated misty that suicune appeared up the steps to the east of bills house. hope this helps if not message me and ill see if i can help further (rpg_17@hotmail.com)

Why isn't Suicune on route 25?
Suicune is probably not on route 25 if you met him everywhere else because you haven't caught Entei and Raikou. If you caught them and Suicune still isn't there then look at the places Suicune was, then go back to route 25 WITH ENTIE AND RAIKU IN YOUR PARTY!
