No. You tribute one monster of any level to summon a lv 5 or 6 monster, and two monsters of any level to summon a lv7+ monster. Some monsters have additional requirements, three tributes for example. But the level of the tributed monster is rarely relevant.

A Tribute Summon is considered a type of Normal Summon.with the right use, it can destroy 3 monsters (2 that is needed to sacrifice or tribute and 1 for the tribute summoned monster) pretty sweet ^^ and pretty annoying too if you're on the other end. that's why it's always a must to add 3 trap holes on a deck.

Then you Summon "Black Luster Solider" from your hand; this is treated as a Special Summon so you can Normal Summon or Set another monster that same turn.

The maximum level a monster can achieve is Lv12 but it's wrong to say that you can't go higher than 12 for other purposes such as adding them together for whatever reason. To Synchro Summon a Lv12 monster, the combined levels of the tuner plus material monsters must be 12 exactly. If the monsters you're trying to use as material exceed 12 levels, then they cannot be used for a Synchro Summon. If they added up to Lv15, that would mean they can only summon a (non-existent) Lv15 Synchro, nothing says it therefore 'counts' as being able to summon Lv12.

As long as you have at least 8 stars being tributed overall, it doesn't matter.
