If the E-Hero trying to be Fusion Summoned requires a nonspecific E-Hero (such as "E-Hero Absolute Zero), then "Neos Alius" can be used.
If the Fusion Monster requires "E-Hero Neos", "Neos Alius" cannot be used since its card name cannot be treated as "E-Hero Neos" while in the Graveyard. (Though this only applies to "Rainbow Neos" who actually is not a E-Hero fusion monster.)

In all there are sixty five. doto the fact most of the heroes can merege. if you count the neospacians there are seventy. the main five are avian, sparkman, clayman, burstinatrix, and bubble man. you run three elemental hero neos alius and cards that special summon normal monsters from the graveyard like skyscraper2 hero city and hero blast to grab neos alius or neos from the grave and use alius special effect to be treated as neos. then use three common souls in your deck. also add copy's of neo spacians like glow moss, air hummies. grand moles are limited. so run that with "ribbon of rebirth". to bring moles back to the hand along with opponents monsters. use three compulsory evacuation device and torrential tribute. Then you need to use those common souls to grab those neo spacians from your hand onto the field and there you go. CONTACT FUSION!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!elemental hero grand neos

No. In game terms there is a difference between an "Elemental Hero Neos" and an "Elemental Hero Neos monster"Look at the Six Samurai cards. They all say "Six Samurai monster" which means "Any monster with the word Six Samurai in the name. So any six samurai monster can be used for the Six Samurai effect.Then look at Dark Magic Curtain. I just says "Dark Magician" not "Dark Magician monster". That means it can only ever summon a "Dark Magician" and not any other kind, like "Skilled Dark Magician".Neos Knight needs a "Elemental Hero Neos" as one component. Neos Alius therefore does not satisfy this requirement, as it is looking for a monster called, and only called "Elemental Hero Neos."
